The short answer
CATPAK sells cat litter in reusable tubs and runs an empty-tub return and exchange program.
Petco So Phresh offers an in-store refill at select Petco locations. Customers must bring the appropriate So Phresh refillable bucket.
Purina Tidy Cats offers refill bags made for pails customers already own.
They sound similar, but the trip your container takes is different in each case.

First, separate the four terms
Most confusion comes from using “reusable,” “refill” and “return” as if they describe the same service.
Reusable tub
A rigid tub with a lid and handle can be kept and used again. That alone does not mean the maker will refill it or take it back.
In-store refill
You take an approved container to a participating store and fill it from an in-store supply. Availability and container rules matter.
Refill bag
You keep a pail at home and buy the next supply in a separate bag. Nothing is returned to the brand as part of that purchase.
Brand take-back or exchange
The brand accepts its own empty containers and sets the collection, drop-off and exchange rules. Those details can change by market.

CATPAK: reusable tubs with an empty-tub exchange
CATPAK cat litter is sold in rigid reusable tubs. CATPAK also runs an empty-tub return and exchange program.
The current exchange ratio is 10 empty CATPAK tubs for 2 refilled tubs of cat litter. That ratio is the reward rule; it does not tell you how collection works in every location.
In the United States, arrangements vary by location. Before planning a return, contact CATPAK with your location and the number of empty tubs you have. Do not assume there is one nationwide pickup method, fixed fee or public drop-off network. Read the current CATPAK bucket return page.
02 · IN-STORE REFILL
Petco So Phresh: take the bucket to a participating store
Petco lists So Phresh In-Store Refill cat litter as a store-only product. Its official page says the customer must bring a refillable So Phresh bucket into the store, scoop litter from the refill bin and complete the purchase there. It also says the option is available only at select Petco locations.
That makes So Phresh an in-store refill, not a doorstep take-back or container exchange. Check your local store before making the trip.
03 · REFILL BAG
Purina Tidy Cats: refill a pail you already own
Purina describes Tidy Cats pail refill bags as a way to keep using pails customers already own. You buy the litter in a separate bag and refill the pail at home.
That is pail reuse through a refill bag. The cited Purina page does not describe returning the empty pail to Purina or filling it from a bulk bin in a store.
A return program is not a subscription
Packaging and delivery answer different questions. A reusable tub, refill bag or take-back program does not by itself mean that litter will arrive automatically on a recurring schedule.
For CATPAK, the verified facts used in this guide are reusable tubs and an empty-tub return/exchange program. They should not be read as a confirmed CATPAK subscription or automatic-delivery service.
Five things to check before choosing
- Container: Is it a rigid tub, a brand-specific bucket or a pail you already have?
- Next supply: Do you collect it through an exchange, scoop it in a store or pour it from a refill bag at home?
- Return path: Does the brand accept the empty container, or do you keep it yourself?
- Local availability: Is the program active where you live today?
- Current terms: Are the container requirement, fees, minimums and exchange details clear?
“Reusable” tells you something about the container. The return or refill path tells you whether the system will actually fit your routine.
